Import by non NTN holder

Dear representatives,
I am a non filer and want to import some mobile accessories from china… Is it possible for a non NTN holder to import?
How can you help in taking care of customs clearance and forwarding the imported item to my address?

The current regulations do not allow a commercial import without NTN and moreover without registering for WEBOC as well … (Web Based Customs).
